Just a slight forum permissions change

We create a sub-section called "Application voting" under Become a member. It is kind of awkward to nay vote somebody, especially if they still get in, so I suggest that we make the Application voting section and have it only accessible to members. This way we can have real discussions and deliberations about a person without having to worry about them hating you afterwards. Once the voting is done, we can tell the person the result, and if they aren't accepted, we can give them a short summary of why.

...I propose that, from the outside, the application process should be clear, but the criteria should be very vague. From the inside, maybe create a board only visible to members for the discussion of the applicants. Voting would be taken care of on these semi-private boards as well. If the applicant does not know who the clan is looking for they will just be themselves, and that’s what we want in the first place. In the event of a rejection, the “that’s just the way it is” fallback could be taken as well....
