Yeah, he sent that to me as well. I clicked the link, it said "Warning, this ain't a steam site" Then I was like, oh, ok.... Spam. Damn, poor guy probably got hacked.

The question is how did that message get sent without him knowing it and still being logged in?

He wasn't logged on during the time the message was sent as you can see he keeps losing connection to his friend list on steam. The log off and log on of steam is barely noticeable unless your chatting with someone on steam already then you would notice losing connection to steam.
Anyways, I believe if he just change his password and secret questions and also check if his email is still correct, then he should be fine, no virus attack or anything, just the idiocy of being scammed.

If he changes it, shoulda changed it while he was being bounce around on steam or changed it on the web browser of steam.

If you have your account verified, then it is impossible for your account to be permanently hijacked unless the hacker also found his way into the email that your Steam account is tied to. However, he can still VAC ban you, and delete all your friends/TF2Items, so that is still pretty bad.
