My Steam is all up in jank

When I attempt to Validate my game files it validates insanely fast, and says nothing is wrong. When I try to delete and then reinstall Source SDK and Source SDK Orange Box, because I know Source relies on those being installed, it says Steam is too busy, which I know it is not. It also says it is too busy to install Half-Life 2, incase that is the issue, both games being Source, TF2 might rely on a file or two I don't know about.
I have reinstalled Steam, I have tried relocating TF2's cache and launching Steam so I could reinstall it, but it says Steam is too busy. I am running disk defragmenter, but both disks are at 0% fragmentation, so I am at a loss.
I am not asking for troubleshooting ideas, unless you know a specific fix.
tl;dr Steam fucked up, can't play TF2
EDIT: For clarifaction purposes, it is not only TF2 that is messed. It appears to be any Source game that came out before Left 4 Dead 2. Hopefully L4D and CSS and DoD:S still works..... However, every other game is working perfectly.

That's some weird problem. How did you uninstall steam? Did you delete this file from your steam folder? ClientRegistry.blob
Formatting sounds like good idea, A:\ drive? Weird drive letter that is.

Well, I am not about to read through everyone's rant, so forgive me if this solution was already posted beforehand. Anyways, I, too, was getting the same error as OP. The thing to do about this, that worked for me, was first changing my network location so that it was closer to me, and finally deleting any .NCF files associated with the game that won't work. Which, in this case, was Empire: Total War...
To delete the .NCF files, go here: C:\Program Files\Steam\Steamapps and delete ONLY the appropriate .NCF files associated with your game. Next, change your region-download location by hitting File - Settings - Downloads - Download Region
