Voting system improved!

Thanks to JameLess we now have a better working voting system:
when two or more players do a voteban. votekick, votemute, etc all players will get a popup and only have to say yes/no.
When a hacker/troll/griefer disconnects/reconnects the system isn't fooled and the player can still be votebanned
JameLess is now finetuning the % needed to get positive vote results together with Tendo.
