TF2 server update

It seems the equalizer is now less OP

- Added Sam & Max items
- Fixed the Demoman's Fro not cloaking properly when being used by a disguised Spy
- Reduced the damage bonus the Equalizer receives as the player loses health
- The speed boost was not changed

Community Request:
- Added a flag to info_particle_system to mark particle systems as "weather" effects

actually not really. the pistol and the revolver are just skins they don't do anything to the gameplay. and the hat is just funny lol

^This. I also wonder how many people will buy the game just so they can get the items, you know, with most TF2 players being horny for items.

Since we have the equipment manager i can give everyone that silly bunny hat as you've seen. It adds nothing to the gameplay so it's just a worthless update, i don't care for skins much. New weapons with new features would be cool but of course they are not going to couple that with buying another game, it would be preposterous.

I actually bought the game and the items are so so, but I just wanted an excuse to play Sam and Max so... yea.
