Round timelimit orange

Changed the round timelimit on orange server to 60 minutes. Every time a point is capped it adds 5 minutes to a maximum of 60. See this post for more details.

When I added these entities into the map I neglected to add what would happen if the round time ended.

It will now become sudden death melee once overtime ends.

This change will occur on a reboot.
