Class limits

You can use the notifier in conjunction with maxclass, the current plugin we use creates confusion sometimes with players, i don't know how maxclass messages the player that a class is full so let's test it.

I tested it out and it seems to be working great so far. I used a version that puts a center message up that says that the class is maxed out and to please select a different one.

I like 3 for all, except 1 sniper and 2 scout

We are working on another plugin to handle class limits that is dynamic. It changes what limits there are based on the number of players in the game. We have to test it before we fully implement it.
